The Monterey County Board of Supervisors accepted the 2024 annual report for the county’s Conditions of Approval & Mitigation Monitoring and Reporting Program (MMRP) on April 29.
Nut graf: The report summarized compliance and monitoring activities for projects approved with mitigation measures during 2024 and selected older projects; staff reported no compliance issues in the current reporting period and described training and internal tracking procedures used to monitor mitigation measures.
Mary Israel, the program supervisor, explained the program’s origin in court settlements and its role ensuring that mitigation measures adopted under CEQA are implemented. She said the 2024 report covers 11 projects that carried mitigation measures or conditions of approval during the year; nine were project-specific mitigated negative declarations and one was a final supplemental environmental impact report. Staff said all responsible departments certified compliance for the reporting period and that training for staff administering mitigation monitoring occurred in January and May 2024.
The board adopted a resolution accepting the annual report. Public comment asked staff to include specific older subdivisions (Sepulveda Ranch and Apalomi Creek) in next year’s review and requested a meeting with planning staff; staff said they would follow up.
Ending: By accepting the report, the board affirmed the county’s ongoing administrative oversight of CEQA mitigation commitments and asked staff to maintain training and public access to condition-compliance documentation.
