Anderson City Council approved several land-use items on first reading and took procedural actions near the start and end of its meeting.
Minutes: The council approved the minutes from its April 14 meeting unanimously (motion by Councilmember Steele; second by Councilmember Horgan).
113 Comet Street (R20 to R10 rezoning): The council approved a request to rezone 0.71 acres at 113 Comet Street from R20 (single-family residential) to R10 (single-family residential) to allow subdivision into two lots. Planning staff said the property previously existed as two lots; the applicant seeks two lots with roughly 15,000+ square feet each and 70-foot lot widths, which would conform to R10 standards. The planning commission unanimously recommended approval. Councilmember Stewart moved approval; the motion passed unanimously.
307 Concord Road (R15 to LO limited office rezoning): The council approved rezoning the front 210 feet of 307 Concord Road from R15 to LO (Limited Office). Planning staff said the property is about 1.7 acres, is a double-frontage lot, and the applicant seeks LO to allow low-intensity commercial uses such as professional offices and personal services (barbershops, florists, art studios) but not restaurants or general retail. The Board of Zoning Appeals previously determined that the LO request was not substantially similar to a denied NC (neighborhood commercial) request, allowing the applicant to reapply. The planning commission unanimously recommended approval; the council approved the rezoning unanimously (motion by Mayor Pro Tem Newton; second by Dr. Thompson).
1212 Reeve Road annexation (0.05 acres to R20): Council approved annexing about 0.05 acres at 1212 Reeve Road and zoning it R20 (single-family residential) to bring a small parcel owned by Concord Baptist Church into the city for consistency in permitting and services. Planning staff said the church had expanded onto the parcel and that incorporating the “donut hole” into city limits simplifies building permitting and emergency-service dispatch. The planning commission unanimously recommended approval; council approved unanimously (motion by Mayor Pro Tem Newton; second by John Roberts).
Executive session: The council voted to enter an executive session under "section 30-4-7(8)(1)" (personnel matters related to employment, appointments and compensation pertaining to municipal court personnel). The motion to go into executive session passed (first by Mr. Steele; second by Mr. Stewart). Council announced no action would be taken immediately following the closed session.
