City staff explained Section 1.13 of the city ordinance governs assessment of certain costs that become liens when unpaid and are placed on summer tax bills. The assessor reported there are currently 796 delinquent charges totaling $319,044.35; these include costs for sewer connections, contractor services, tree removal, property‑transfer fines, corrective actions, sewer tap permits and false alarm charges. All affected property owners were notified by mail.
No members of the public spoke during the hearing. Councilmember Banks moved to approve and confirm the assessment roll as prepared by the city assessor; the motion was seconded and carried. Staff said the total outstanding amount has trended downward.
