Rebecca Lazarus, representing GHG Detroit LLC (George Glassman Automotive interests), said the purchase agreement for the property was contingent on obtaining a full release from a governing consent judgment and completing usual inspections and due diligence. Planner Crowe displayed permitted and special uses that would apply under RS zoning and reminded the council that any future specific uses beyond current leases would require planning review and council approvals.
Pamela Gerald spoke in favor of the rezoning during the public hearing, praising recent investment and business activity on Northwestern Highway. Councilmember Brightwell moved to approve PCZR25‑0002; Councilman Cruz seconded the motion and it passed. The council also introduced ordinance 1811 to effect the rezoning.
Council and staff noted the rezoning cleans up long‑standing constraints created by the earlier consent judgment and provides a pathway for the property owner to consider retail and commercial uses consistent with the RS district, subject to normal planning review.
