The Southfield City Council on April 28 approved a commercial rehabilitation exemption certificate (PA 210) for the redevelopment of the former Baco restaurant at 29410 Northwestern Highway.
City staff described the project as a two‑story redevelopment of a 1.6‑acre parcel that will replace the 12,000‑square‑foot building with a new facility containing dining, a cigar lounge, retail space and an outdoor patio. The applicant, restaurateur Luciano DelSignore, told the council the redevelopment evolved over nearly two years and is intended as a destination for the community.
City planning and economic‑development materials estimate a capital investment of about $16.2 million, an anticipated completion date in winter or early spring next year, and approximately 20 new jobs in restaurant and hospitality. City staff also noted an approved brownfield plan with roughly $824,000 in eligible activities and that the Oakland County executive’s office has provided the county‑level support required for the state application.
Councilmember Banks moved to approve the PA 210 application; the motion was supported and carried. Pamela Gerald and other members of the public spoke in favor of the redevelopment during the public hearing, citing the site’s history as a long‑running local restaurant and welcoming the planned investment.
