Sunnyvale approves $799,600 design contract for Riverstone Pump Station upgrades

The Sunnyvale Town Council voted 5-0 April 28 to approve an engineering design contract with Freeman Miliken Inc. in the amount of $799,600 for surveying and design work at the Riverstone Pump Station.
Staff said the town reached a population of about 10,000 in 2025—exceeding projections used in a 2017 water-distribution master plan—and that the Riverstone Pump Station requires upgrades to meet present and near-term peak demand. The proposed work includes replacement of three existing pumps and motors (upgrading 200-horsepower units to roughly 300–350 horsepower), replacement of switchgear and motor control centers, enclosure of pumps for environmental protection, a new larger emergency generator and improvements to site drainage.
The design also calls for adding approximately 3 million to 3.5 million gallons of ground storage to supplement the existing half-million-gallon tank. Staff said that sequencing of work will be critical: the new storage must be in service before the old tank is taken offline. The contract includes specialized on-site inspection and project management because the electrical and tank construction elements require expertise beyond the town's typical inspection resources.
Staff outlined a schedule: a 45-week design period beginning immediately, tentative construction start in March 2026 and an estimated 18 months for construction, with substantial completion targeted around September 2027. Staff said they expect no interruption of water service if the work is phased and coordinated properly.
