Lynnwood council approves budgeted claims, payroll, contracts, appointments and two ordinances

Voucher and payroll approvals
By unanimous consent the council approved claims in the amount of $4,422,639.53 for the period of March 31 through April 20, 2025, and payroll in the amount of $1,781,173.22 dated April 18, 2025.
Contract authorization
The council authorized the mayor to execute a contract with Reed Middleton, Inc. for on-call design services related to disaster preparedness and structural inspections, in an amount not to exceed $500,000. The item was included on the unanimous-consent agenda and approved as read.
Appointment
Councilmember Hurst moved to appoint Jody Nummer to the History and Heritage Board (position No. 1) for a term ending Dec. 31, 2026; the motion was seconded and approved by voice vote. Nummer spoke briefly to thank council members after his appointment.
Ordinances
The council adopted Ordinance No. 3,477, amending fee provisions in Lynnwood Municipal Code (LMC 3.104.x) related to Development and Building Services (DBS). The ordinance was adopted by roll-call vote, 7–0.
The council also adopted Ordinance No. 3,478, approving the 2025–2029 Commute Trip Reduction Plan and amending LMC chapter 11.14. That ordinance was adopted by roll-call vote, 7–0.
Interlocal agreement
The council authorized the mayor to execute an interlocal agreement with Community Transit to administer the city’s commute-trip-reduction work, approving the staff recommendation.
