The Port Arthur City Council convened a special executive session on Monday to discuss personnel matters relating to the city manager, city attorney and city secretary and returned with no action, Mayor Barty said.
Council opened the meeting in the council chambers and announced that the closed meeting would be held under Texas Government Code §551.074, which authorizes discussion of personnel matters. The mayor said the closed session would consider “the duties, responsibilities, and evaluations of the city manager, city attorney, and the city secretary.” Council retired to a conference room on the fourth floor for deliberations.
After returning to open session, the city attorney said, “If you have no action items, sir, that you may adjourn,” and the mayor declared that there were no action items coming out of the executive session. No motions or votes were recorded in the public transcript following the closed session.
At the meeting’s close, the mayor announced upcoming meetings: an evening session on Tuesday, May 6, with an evening meeting at 5:30 p.m. and a regular session (the mayor said the regular session would begin at 4 p.m., which was stated tentatively), and a special closed session scheduled for Monday, May 12 at 10 a.m.
