Board approves site allowance and AV reallocation change orders for capital projects

The Clover School District Board of Trustees approved two project-related change orders Monday that administrators said reflect earlier budget and contract planning for current construction projects.
A facilities staff presentation said the district exceeded the original allowance set aside for rock removal and unsuitable soils at one site and asked the board to replenish that early-site allowance to the contractor Hoopah in an amount not to exceed $425,000. The board approved the change order by voice without objection.
Separately, district staff asked the board to move audio‑visual scope — sound and AV systems for the media center, gym and other spaces — back under the contract construction budget at an amount not to exceed $497,000 after value-engineering work and vendor pricing showed contract procurement would be more cost-effective than buying through the technology budget. The board approved that reallocation by voice without objection.
Facilities staff also provided project updates on Roosevelt Middle School (interior finishes nearing completion), Liberty Hill Elementary (slabs being poured), and Lake Wylie High School (footings and slabs progressing; athletic bids under evaluation). Staff invited board members to schedule site visits.
Administrators said the change orders were discussed in previous meetings and that the approvals at Monday’s meeting were to execute funding already planned or previously approved for the projects.
Next steps: Facilities staff will proceed with the contracted work under the revised scopes and continue to bring project financial updates to the board.
