ETP legal unit briefs panel on AB 765 and AB 1186; staff to continue tracking

At the April 25 meeting the Employment Training Panel’s legal unit briefed members on two bills of interest moving through the 2025 legislative session.
AB 765 — staff said the bill would prohibit Employment Training Fund monies from being diverted, transferred or used to pay interest charged on federal loans to the unemployment fund without a statute enacted by the Legislature and an accompanying public report justifying the need. ETP staff reported the bill had been rereferred to the Committee on Insurance and that ETP remains agnostic at this time; staff will track the bill’s progress.
AB 1186 — staff said this bill would (1) potentially expand categories of demographic information collected by state agencies and (2) establish a chief statistician for California to standardize demographic-data collection across state agencies. ETP staff reported they are coordinating with IT staff since the bill could affect ETP’s data collection and reporting processes; AB 1186 was scheduled for a hearing on April 30.
Why it matters: both measures could affect ETP’s funding flexibility or its data-collection obligations. Staff emphasized the updates are informational and that ETP will continue to monitor committee activity and return to the panel if legislative changes require policy updates or action.
