Board approves bond issuance, math adoption and labor agreement; multiple proclamations adopted

The Mount Diablo Unified School District Board of Education at its April 23 meeting approved a series of formal actions, including general obligation bond financings, a standards‑aligned K–8 math adoption, and a collective bargaining settlement with district classified staff.

The board voted 5–0 to authorize issuance of refunding general obligation bonds in an amount not to exceed $90 million to refinance outstanding Measure C Series A bonds and to proceed with a new‑money issuance under the 2018 Measure J authorization (Series C) not to exceed $55 million. District staff presented three structure options and the board approved the plan that shortens repayment and closes out Measure J sooner while remaining well under the district’s tax‑rate targets.

Also approved 5–0 were a standards‑aligned elementary and middle school math adoption (committee recommendation to adopt McGraw Hill Reveal Math for K–8), a tentative two‑year collective bargaining agreement with California School Employees Association (CSEA) Chapter 43 covering July 1, 2025–June 30, 2027, and the purchase of Do the Math digital intervention kits for K–5 summer and targeted supports.

The board adopted a group of ceremonial and awareness resolutions by unanimous votes (5–0). Items approved included recognition of National Foster Care Month, School Lunch Hero Day, Asian American and Pacific Islander Heritage Month, Jewish American Heritage Month, School Nurses Day/National Nurses Week, and California Day of the Teacher/National Teacher Appreciation Week. The board also approved variable term waivers and other routine personnel and administrative consent items.

In closed session the board reported action taken: approval of a separation agreement resigning one employee; direction to reassign one principal to a credentialed position at the end of the 2024–25 school year (vote 5–0); approval of a settlement in an OAH case up to the stipulated amount (vote 5–0); approval of a continuance/postponement request for one student matter (vote 5–0); and denial of subpoenas requested for another student matter (vote 5–0). The board reported a 5–0 vote to receive information on negotiations.

The meeting also included informational presentations: district International Baccalaureate (IB) program updates from four sites; a Prop 28 arts and music funding update; an update and board approval to proceed with bond financings; and an update and action on K–8 math materials. The superintendent and staff said they will return to the board with required reports, including the Prop 28 annual report in June.
