City hires PlaceWorks to prepare Northeast Growth Area preliminary planning study

The City Council voted April 22 to authorize a professional services agreement with PlaceWorks to prepare a preliminary planning study for the Northeast Growth Area (NEGA), a roughly 1,400‑acre area north of Leisure Town Road. The contract amount is $471,360 and the work will assess existing conditions, needed infrastructure, land‑use alternatives, and fiscal impacts to the city and county.
City staff said the study will evaluate job‑generating uses such as retail, industrial and technology campuses envisioned in the general plan and will coordinate with neighboring plans (North Village specific plan and Green Tree). Key deliverables include baseline conditions, phased land‑use alternatives, a fiscal impact model and a recommended preferred alternative.
PlaceWorks was selected based on local experience and the comprehensiveness of the proposed scope. The consultant team will conduct stakeholder interviews, public workshops, and agency coordination. Staff said the study will also consider public‑service needs and infrastructure costs, and will return to council with findings and an identified preferred land‑use alternative.
Council approved the agreement on a motion and voice vote; staff and PlaceWorks will begin the work and return with public outreach opportunities and interim milestones.
