Council awards mill-and-overlay and micro-resurfacing contracts for 2025 street program

Staff explained the program uses two techniques: mill-and-overlay for areas that need full surface removal and two-inch replacement (about 3.8 miles) and micro-resurfacing (about 3.9 miles) for streets with extensive cracking that benefit from a sealing and thin wearing course. The mill-and-overlay contract with Texas Materials Group Inc., procured via an interlocal agreement with the City of Fort Worth, was authorized for an amount not to exceed $2,100,000. The micro-resurfacing contract with Intermountain Slurry Seal Inc., procured via an interlocal agreement with North Richland Hills, was authorized for an amount not to exceed $700,000.
Staff said funding is available in the FY2025 budget; contracts include modest contingency allowances for field adjustments. Council thanked staff for a multi-year maintenance strategy that favors preservation over a "worst-first" approach to stretch available funding.
