A downtown pedestrian told the City Council on July 23 that newly installed flashing yellow lights at a downtown crosswalk are creating a safety hazard because drivers sometimes do not yield to pedestrians who have the right of way.
Bonnie Toye said she and others have experienced near-misses when the pedestrian signal indicates it is safe to cross while flashing yellow lights also activate for drivers. "When I push the button to cross the street... those flashing yellow lights are going too. That means that the cars have to yield to pedestrians in the crosswalk. However, I have noticed and several other people have noticed and have had minor incidents with cars not yielding to pedestrians that are in the crosswalk who have the right of way," Toye said.
Vice Mayor David Lane acknowledged the concern and said the city will look into the situation. The council did not take formal action during the meeting; the comment was made during the call to the public and was referred to staff for further review.
The transcript does not record follow-up steps, mitigation measures or engineering changes; Toye asked the council to "make downtown safe for pedestrians."
