The Del City City Council on April 21 found the residential structure at 3917 Pearl Way dilapidated and approved an order of removal if the owner does not make substantial progress. The council simultaneously tabled a separate dilapidation matter at 3921 Pearl Way for two weeks to allow the owner time to update permits and document repairs.
City planner Andrew Myers told the council that 3917 Pearl Way had been condemned June 8, 2016, before the current owner purchased it on June 14, 2016, and that the city did not have paperwork showing the property had been released from condemnation. An interpreter assisted the owner (identified in the record as Nia Lam; owner also referenced as Mr. Lam), who said work had begun, including a roof replacement he reported occurred about 18 months earlier, and that he lives in Moore while using the property intermittently for storage. Assistant City Manager Kelly Wilbanks explained that to remove the property from dilapidation the owner must obtain a re-occupancy permit, pass a full inspection and pull all required permits and that the city would inspect and list all required repairs.
Council members noted the property had been condemned for many years and expressed concern about visible blight on an Interstate frontage property. The council approved a formal finding that the structure constituted a detriment or hazard and fixed dates for owner action: commencement by May 31, 2025, and completion by June 30, 2025. The council authorized the city clerk to file a notice of dilapidation and lien against the property and directed the city manager to cause removal if work is not completed by the dates specified. The motion carried unanimously.
On 3921 Pearl Way, Myers reported significant progress and recommended a two-week table to allow the owner to update the scope of work on an existing remodel permit and obtain any additional permits needed (including conversion/garage permits). The council voted to table that item to the May 5 meeting.
