Committee delays bill creating filing-number system and public corporate-search portal pending RFP clarification

Senate Bill 24-15 SD1, a proposal to add filing numbers to incorporation filings and to create an internet portal for public search of corporate existence by filing number, was discussed at length and then tabled by the House Committee on Commerce to allow further clarification of a pending request for proposals (RFP) and platform scope.

Representative Marissa Flores and other members asked for details about the RFP, the platform’s scope and whether the proposed system would eventually integrate zoning maps, licensing and other agency data. One member noted, "The regulation says 1 thing. The procedure is a completely different beast, and then the law is something else." Representatives expressed concern that the current RFP might cover only the numbering function and that later integration with other systems (including Munis and the Office of Information Technology) could require further expenditures.

The committee heard that the Department of Commerce is seeking a flexible software platform that can integrate with other systems over time. Multiple members suggested tabling the bill until the RFP process is complete and the awarded vendor can clarify integration plans and standards. The chairman agreed, saying the matter would be tabled to the next committee meeting to allow Commerce to provide more information.
