Rankin County planning commission continues Norris Jean Pitts nuisance case; no action, 30-day monitoring ordered

The Rankin County Planning Commission opened a public hearing May 1 on a nuisance complaint for property at 150 Wildbird Lane (District 4), where county staff reported complaints dating to February 2025 for rubbish, garbage, vehicle storage and residential use of a recreational vehicle.
Community Development staff presented photographs taken in February and more recent photos showing partial cleanup. The property owner, Norris Jean Pitts, and any representative were not present. Staff confirmed the mailed nuisance notice was received in February and that the hearing notice was received in April. A staff member said, “Colby has not heard from the…” (on the record) and described the new photos as showing improvement.
After discussion, the commission took no formal enforcement action at the hearing. The commission voted to continue monitoring the property and instructed Community Development to report back in 30 days on whether the property is in compliance. The commission indicated the minutes would reflect that no action was taken other than continued monitoring, and that the matter would be revisited on a future planning commission agenda if necessary. The public hearing was closed.
