Commission staff outlined six items on the agenda: Pierce Construction’s request to mine an additional 15 acres of a 144-acre parcel on Star Road; an application from Emma Boone (New Life Counseling DBA Boone Behavioral Health Services) to operate behavioral-health services and a community education program at New Hope Missionary Baptist Church, 935 Highway 49 North (a 16.69-acre A-1 parcel); a request from Jeffrey Lee Coy to place a manufactured home temporarily on a 3.46-acre parcel on Trickham Bridge Road; Tiffany Lindsay’s hardship request to place a manufactured home on family land on Andrew Chapel Road (approximately 3 acres to be deeded for a home site); Jose Serra’s request to rezone 4 acres at 3753 Highway 471 from RE-1 to C-2 to support an office and laydown yard for a construction company; and a rezoning request for 4.63 acres on Highway 43 from A-1 to C-2 intended for a restaurant. Staff provided aerial photos and maps for each parcel and summarized proposed hours, uses and surrounding zoning.
Commissioners moved to set a public hearing for item 1 (the Pierce Construction mining expansion); the motion carried. The commission then voted to group items 2 through 6 and set public hearings for those grouped items on May 5; that motion also carried.
The commission recorded no final approvals at the May 1 meeting; the action on May 1 was procedural (scheduling public hearings). Staff noted potential concerns for specific rezonings—for example, the county planner said outside storage associated with a laydown yard may not be fully described in Serra’s application and warned that heavy outside storage could be more appropriate for a different commercial zoning category than C-2.
Next steps: Each petition will return for public hearings on the dates set; staff and applicants may be asked to supply additional details (for example, clarifying intended outside storage and specific site plans) before final commission action.
