The Legislature convened May 1, 2025, and by voice consent adopted the day’s legislative session agenda dated 05/01/2025, postponed several items, waived others and resolved into the Committee of the Whole to receive the state of the judiciary address by the Honorable Robert J. Torres, chief justice of Guam.
Majority leader Senator Lujan was recognized to preside over motions and routine actions. Zeus Massey moved “to adopt today's legislative session agenda dated 05/01/2025,” and the presiding officer announced, “Hearing and seeing no objections, motion carries.” Massey subsequently moved to delay agenda items 2 through 5; that motion also carried without objection. A motion to waive agenda item 6 was made and carried by voice consent.
The clerk called the roll. Vice Speaker Atta, Senator Barnett, Speaker Blas and multiple other senators answered present, and the presiding officer declared a quorum. Later motions to waive agenda items 8 through 13 and 15 through 19 were made and carried by unanimous voice consent. A motion to excuse senators not present also passed without objection.
Near the conclusion of the procedural items, Mosley moved “to resolve it to the Committee of the Whole for the purpose of receiving the state of the judiciary address by the honorable Robert J. Torres, chief justice of Guam, and that it be conducted in its formal manner.” The motion carried without objection and the presiding officer announced a recess to convene the Committee of the Whole for that address. The session then recessed; the presiding officer said the Legislature would reconvene and begin “probably at 9AM.”
All actions recorded in the transcript were taken by voice consent or by the presiding officer’s announcement of “no objections”; no roll-call vote tallies were recorded in the provided transcript excerpt.
