Windsor Township Development Commission chair to resign; commissioners urged to appoint new members to manage revolving loan fund

Ronald Wesson, long-time member and recent chair of the Windsor Township Development Commission, read a letter to the county board notifying the county manager and commissioners of his intent to resign effective June 2, 2025.
Wesson provided a history of the commission, which was formed under state legislation in the 1960s and 1970s to monetize rail-removal bond proceeds and use them as a revolving loan fund to support business activity in Windsor and Aulander. The enabling letters cited in Wesson’s presentation referenced legislative approvals in 1963 and 1970 that set the commission’s scope and the requirement that loans be made within Windsor Township and Aulander by statute.
Wesson said the commission historically had five members: typically one county elected official, one Windsor elected official, one Aulander official and two community or business members. He reported that the commission currently has three members (including himself, Will Outlaw and Randy Whitaker) and roughly $200,000 in cash assets with no debt, along with records dating back to 2015. Wesson said the commission has used funds to finance local businesses and recounted loans and an instance where a loan was forgiven to keep assets in a local family.
Wesson asked the Board of Commissioners to appoint at least three additional directors so the revolving loan program can continue operating; the statutory scheme requires the commission to continue or the funds could revert to the state legislature. Commissioners accepted the briefing and County Manager/finance staff were asked to coordinate onboarding materials and review the commission’s records for a transition.
