Commission encourages applicant to submit plan for 'Wheels 4 Meals' motorcycle poker run, raises noise and traffic concerns

An applicant proposing a motorcycle poker-run fundraiser called "Wheels 4 Meals" presented an outline April 16 and the Planning Commission encouraged the organizer to submit a full special-event application while flagging several operational concerns.

Organizer Miguel Gonzalez said the event would be a poker run that starts off the mountain and culminates at Moonridge Road with vendor booths, food and fundraising activities timed to coincide with Oktoberfest weekend on September 20. The applicant estimated as many as 200–250 participants and described plans to stage motorcycles in the dirt parking area behind Bear Mountain and use adjacent parking while minimizing disruption to the Village and Big Bear Boulevard.

Commissioners and staff cautioned that single-day motorcycle events can create concentrated noise and traffic impacts. Staff noted the city may need detailed environmental, noise and public-safety analysis and told the applicant the application process can be resource-intensive: outreach to nearby residents and businesses, traffic and egress plans, noise mitigation, and security/medical staffing are typically required. Commissioners asked for specifics on routing, spacing of participant departures, staging, first-aid presence and outreach to neighboring property owners; the organizer said he would build operational controls into the application (for example, spacing departures and limiting group sizes).

The commission voted to encourage the applicant to submit a formal major special event application rather than granting any permit at the meeting. No permit was approved; future staff review and a commission or planner decision will depend on the submitted materials and department review.
