City staff briefs council on key Texas bills and city project updates; deadlines loom in late May and early June

Assistant City Manager Christy Stark briefed the Boerne City Council on several state legislative proposals the city is tracking and reminded council of upcoming deadlines in the legislative calendar. The council also received the city manager’s monthly project report with progress updates on transportation signage, bond street reconstructions and park projects.
On legislation, Stark told council the 2025 regular session has produced nearly 9,000 filed bills overall and the city is watching a short list that could affect municipal authority. Items Stark highlighted include proposals to limit local use of certificates of obligation; a bill that would raise the competitive procurement threshold from $50,000 to $100,000 (reported as having passed the Senate at the time of the briefing); proposals that would restrict the city’s regulation in extraterritorial jurisdiction (ETJ); and bills addressing occupancy rules for dwelling units and development on property used by religious institutions. Stark said many bills remain active in committee and that more specific updates would be provided at the next meeting as deadlines approach (May 15 deadline for House second readings, May 27 for Senate second readings, and the legislative session end on June 2 with later veto period).
City Manager Ben then delivered a monthly project report. Highlights included replacement and upgrade work on street signage and illuminated traffic-signal blades along the State Highway corridor; a reported commitment from Textiles (an outside partner referenced in the presentation) to fund illuminated blades along River Road from Main Street east to the city limits; completion of half of the street-bond reconstruction projects; design work to put the Avenue parking lot out to bid; and a near-term ribbon-cutting for Kinder Park pending final utility connections. Ben also said facility needs assessments for the police department and animal shelter and remaining fire-station design tasks are underway and that staff will return with contract recommendations for those assessments.
No formal council action was taken on state bills in the report; staff said the items will be tracked and brought back if they require city policy decisions or action.
