The commission's approval follows a staff presentation, an applicant rebuttal and nearly two hours of public testimony in which neighbors, geotechnical experts and neighborhood groups warned that the site borders rimrock (Bridal Limestone) and fragile Del Rio Clay beneath it — conditions they say create a high risk of slope instability if extensive excavation occurs at the toe of the slope.
