Council authorizes $215,254 amendment for expanded Campus Town demolition design; rebid planned

The City Council adopted a resolution authorizing an amendment to the professional-services agreement with Harris & Associates to expand the phase 1B demolition design for the Campus Town site.
Public Works Director Thomas Corman briefed the council on the project’s history: Harris was retained in 2021 for demolition design; Phase 1A deconstruction work (Randazzo Construction) addressed hazardous materials and building removal; when Phase 1B was bid in January 2025 a bid protest raised licensing questions and staff reconsidered the scope. The amendment approved on April 20 adds $215,254 to Harris’ agreement to expand Phase 1B design coverage north to Sixth Avenue and around the former Burger King and youth-hostel parcels — increasing the demolition footprint to roughly 64.9 acres (an about 60% scope increase relative to the earlier Phase 1B design).
Corman said the expanded Phase 1B scope will now leave the remaining eight “hammerhead” buildings for Phase 2, which Harris is still scheduled to design for completion later this year. Post-demolition soil testing will be conducted to residential depths and, if additional contamination is discovered, the city will incur abatement costs.
The council approved authorizing the amendment with funding from Fort Ord Reuse Authority bonds and directed staff to proceed with rebidding demolition construction under the expanded Phase 1B scope. The new procurement schedule anticipates a July bid opening, council award in July and a notice to proceed in August, with approximately 120 calendar days for completion of the expanded demolition scope once a contractor is selected.
Council thanked staff and contractors for the long-running effort to remove blighted structures and move campus redevelopment ahead; no speakers objected during public comment.
