The Pleasant View Planning Commission voted unanimously to recommend rezoning about 6.31 acres at approximately 475 West Pleasant View Drive from Agricultural (A2) and very low‑density residential (RE20) to Agricultural (A2) and limited single‑family residential (LSFR). The recommendation included a stipulation that the rezone conform to the legal description that the City Council approved in a recent ordinance.
Tammy, planning staff, explained the proposed zone change aligns with a general plan amendment the city council approved on Feb. 11, 2025, and that the LSFR zone is intended to allow smaller single‑family lots and patio homes to achieve a cohesive neighborhood character. Staff told commissioners the conceptual lot layout submitted by the applicant meets the LSFR requirements for lot area and frontage, but the latest concept plan showed a boundary that did not match the ordinance’s legal description; staff recommended the applicant correct that detail during subsequent subdivision review.
Petitioner Jeff Lee (3280 North 850 West Pleasant View) described engineering and site work already completed, said geotechnical testing had been done, and confirmed the plan includes detention and drainage elements. He asked the commission to move the rezone forward. Several commissioners asked technical questions about roadway length and fire‑district turnaround standards; staff and the fire marshal said a hammerhead turn or similar apparatus can satisfy fire access standards where needed.
Commissioner John P. (motion maker) moved to recommend approval with the condition that the rezone conform to the legal description approved by the ordinance; the motion was seconded and passed unanimously. Staff will review the subdivision application for conformance with the approved legal description and coordinate any necessary clarifications with the applicant before the City Council hearing.
