Public commenter flags staffing, delivery and reserve risks in Anniston FY2025 budget

The Anniston City Council held a public hearing Oct. 21 and received a single public comment urging closer monitoring of three areas in the proposed fiscal year 2025 budget: public safety staffing, capital project execution and fund-balance flexibility.

The commenter said the proposed budget raises pay for police and fire personnel but reduces overall positions, creating a “delicate balance.” "We can't afford to lose good people to neighboring cities," the commenter said, warning that if call volumes remain high the city could face fatigue, overtime costs and increased turnover.

On capital projects, the commenter noted the proposed FY2025 budget includes roughly $3,400,000 in additional funding for infrastructure and facilities but cautioned that rising construction costs and limited contractor availability could delay projects or push them over budget. "The challenge isn't just funding, it's delivery," the commenter said.

The commenter also warned that the proposal drew modestly from reserves for special projects and recommended caution if revenue softens. "Maintaining a healthy unbalance isn't just good bookkeeping. It's a safety net when emergencies or opportunities arise unexpectedly," the commenter said.
