Anniston proclaims retirement of long-serving planner Toby Bennington

The proclamation, read aloud by a city staff member identified in the meeting as Miss Vash, credited Bennington with leadership in the Anniston Main Street program, coordination of a citywide strategic planning process and development of the city's comprehensive plan and a GIS mapping program. It also said Bennington worked with the Federal Aviation Administration and the Alabama Department of Aeronautics on a master plan for the Anniston Regional Airport.
"It's been an experience. It's been a development, and it's been a pleasure to work with you all and all those before you," Bennington said after the proclamation was read.
The proclamation, signed in October 2025 and bearing the city seal, expressed the council's appreciation and extended best wishes for Bennington's retirement. The meeting record shows the mayor was not present; Miss Vash presented the proclamation on the mayor's behalf and city staff and council members joined Bennington for photographs after the reading.
Council business at the same meeting included routine roll calls and the meeting adjournment; no formal policy action tied to the proclamation was recorded.
