The Board of Public Works on May 1 approved a set of routine contracts, service agreements and permit actions, including a pro bono citywide branding contract offered by RJL Solutions, expansion of the city's employee gym subsidy to include Elite Fitness East LLC, a $48,000 annual contract with United Neighborhoods of Evansville Inc., and an addendum with CB GEO LLC to repair the city's GIS server.
Mister Atkinson, representing RJL Solutions, told the board that the firm is moving to Evansville and offered to "do citywide branding pro bono for us," with the mayor's office requesting approval of the contract. The board approved the agreement on a voice vote; the contract, as presented, carries no financial cost to the city.
On employee benefits, Lisa Glanberg said the city will subsidize memberships for full-time employees: "$19 monthly for the firefighters and $14.50 monthly for all other full time employees who are enrolled in a membership." The board approved adding Elite Fitness East as a subsidized option alongside existing facilities such as the YMCA and Genesis Health Club.
The board approved the city finance request to contract with United Neighborhoods of Evansville Incorporated (UNOE) for neighborhood association assistance at a total annual amount of $48,000. Finance staff Christine told the board this is the city's standard yearly contract with UNOE, paid at $4,000 per month and in place for years.
City computer services requested approval of a $4,000 addendum with CB GEO LLC to repair a corrupted city/county GIS DMZ server. Staff said the work is outside the capacity of the vendor Advanced Network and Computer Services; the addendum is split 50/50 between the city and county, with $2,000 charged to each government and funding available within the computer services budget. Chris Blinn, who previously worked for the vendor and now operates his own business, was identified as the contractor for the repair work.
The board approved a $5,500 contract for legal services related to an immigration matter for an employee, presented by Diane Clements; corporate counsel Sarah Dower reviewed and approved the employment agreement, city staff said. The board also approved a $750 sponsorship request for the Victory International Film Festival, presented by Lisa Foster.
Smaller construction and maintenance items approved included: a $1,155 change order with Bridal Inc. for relocation of signal detection equipment at Lynch and Career (extending the completion date to May 16, 2025), and Change Order No. 2 with Blankenburger Brothers Inc. on the Walker Avenue drainage project for $23,645.19 for gas-line relocation and a 65-day contract extension.
The board approved two right-of-way permit recommendations: Permit 2144 was approved as submitted with no exceptions and compliant maintenance-of-traffic procedures required; Permit 2145 was denied because proposed work was not within the right-of-way. The board also approved bills and payrolls and adjourned the meeting.
Most items were approved by voice vote; the minutes record motions, seconds and "Aye" responses but do not include roll-call tallies for those approvals.
