Sanford commission approves budget amendments, water-project planning and loan applications

• Creation of a temporary full-time risk management administrator position in Human Resources to allow overlap and training with retiring staff (Resolution 33.75). Staff described the role as temporary to allow knowledge transfer from two retiring risk managers to a newly hired incumbent.
• A budget amendment and purchase-order increase for the Mellingville Drainage Project that raises the universal contracting construction amount by $245,119.86 for an overall contract total of $2,229,189.01; the commission moved and approved the amendment.
• Approval to develop a consultant-selection request-for-proposal package for the design and expansion of the Sanford South Water Resource Center from 3 million gallons per day (MGD) to 6 MGD and the design of an associated 1,000,000-gallon (1 MGD design parameter) reclaimed-water treatment component (Resolution 33.78).
• Approval to apply for a Florida Department of Environmental Protection loan expected to partially fund a 14 Dioxin Abatement Project (Resolution 33.79) with anticipated partial funding of approximately $3,638,000; commissioners noted the first of two related applications is anticipated to be forgiven in whole under DEP terms.
• Approval of a separate state revolving fund loan application anticipated to provide partial funding of about $46,895,249 for the larger 14 Dioxin Abatement Project (Resolution 33.80); staff said the city expects to be reimbursed by responsible parties so that state funds are restored.
• Approval to amend the budget to accept an additional DEP grant award of $71,812.50 for the Sanford South wastewater-treatment plant sand-and-grit removal project (Resolution 33.81).
• Adoption of a policy establishing public-purpose determinations for donations approved by the commission (Resolution 33.82). Staff said the new policy streamlines how donation applications are handled and permits staff to prepare application forms on behalf of prospective grantees when appropriate.
The commission also heard a first reading of Ordinance 48 25, a city-code amendment concerning solid waste and recovered materials intended to bring local code into compliance with Section 403.7046 of the Florida Statutes. Staff recommended adoption; the item was presented in a public hearing and advanced as a first reading.
All listed resolutions and motions were approved by voice vote during the meeting. Commissioners and staff emphasized the water-treatment work’s long-term infrastructure importance and said they would provide project dashboards and more public information about project schedules in future monthly reports.
