Council moves forward with CDBG action-plan submission; city to accept $250,000 DHCD grant for Union Railway Station stabilization

The Salisbury City Council received the draft program-year 2025 Community Development Block Grant (CDBG) action plan and approved a separate budget ordinance to accept a $250,000 Department of Housing and Community Development (DHCD) Community Legacy grant for stabilization at the Union Railway Station.
Grants manager JoEllen Bynum told the council the city's estimated CDBG allocation for 2025 is $346,673 (HUD final formula allocations expected mid-May). The draft action plan proposes the standard 20% for general administration (about $69,334) and a proposed project allocation of $277,339 for low- and moderate-income ADA sidewalk construction and pedestrian improvements. Bynum said the action plan has been available for public comment and that a second mandatory CDBG public hearing is scheduled for May 8; the 30-day public comment period closes May 5.
"Upon receipt of the program year 2025 allocation, the actual budgets will be proportionally increased or decreased from the estimated funding levels to match the actual allocation amounts," Bynum said. She asked the council to approve submission of the plan to HUD and to authorize the public-notice and hearing schedule that remains part of the plan process.
Separately, the council approved an ordinance accepting a $250,000 DHCD Community Legacy grant to resume phase-2 stabilization activities at the Union Railway Station. Bynum said the city will execute a subrecipient agreement with Railroad Avenue Investments LLC to perform the stabilization work upon receipt of the fully executed DHCD agreement.
Ending: Council member questions focused on timing and whether the action-plan resolution should show final schedule figures; staff said the plan uses an estimate until HUD releases final formula numbers and that the city will post the final schedule (Schedule C) and adjust budgets after the federal allocation is known. The city will hold the second CDBG public hearing on May 8 as required.
