Public Service Commission approves five consent items, including supplier licenses and a solar project deadline extension

The Public Service Commission approved five consent-agenda items at its administrative meeting on March 19, 2025, including licenses for electricity and natural-gas suppliers, a certification for a renewable energy facility and a project deadline extension.

Commissioner Sussman moved approval of each item and all three commissioners — Commissioner Sussman, Commissioner Barbet and Commissioner Richard — voted aye on every motion. The items were uncontroversial and presented on the consent agenda; staff reported no questions from commissioners or the public during the meeting.

The most consequential approvals allow two companies to enter Maryland markets under conditions set by the commission. Item 3 granted LeapFrog Power Inc. a license to operate as an electricity supplier limited to the provision of curtailment services for the customer classes and territories recommended by staff. The motion directed the company to provide marketing and training materials specific to its Maryland operations both to commission staff and to the Office of People's Counsel 30 days prior to use, and to notify the commission within 30 days of any changes to the application information.

Item 4 approved Red Pine Wind Projects LLC's application for certification as a renewable energy facility and directed the applicant to establish a REC account with PJM GATS within 30 days of certification. The commission also directed the applicant to notify the commission within 30 days if the information on which the application is based changes.

Item 5 granted a limited waiver of COMAR 20.62.03.04.C and extended the operational deadline for Cabin Creek Solar LLC's project to May 30, 2026.
