Commission approves $1.5 million amendment to Abby and Associates contract for zero-waste work

The San Francisco Commission on the Environment on April 28 approved a resolution to amend the city's contract with Abby and Associates LLC, adding $1.5 million over three years to a contract that was originally executed in July 2022 and structured to run through 2028.
Hillary Neer, senior zero-waste coordinator at the San Francisco Environment Department, told commissioners the contract gives the department access to more than 100 consultants across multiple zero-waste specialties. Neer said the department had identified 27 discrete tasks under the contract and had encumbered and spent nearly $2 million to date against a roughly $3 million planned total.
Neer said two time-sensitive funding streams increased the pace of spending and prompted the amendment request: a state grant tied to SB 1383 and funds tied to California bottle redemption (California Redemption Value) that required rapid use. The amendment would raise the contract ceiling to $3,000,000 to allow the department to continue using the vendor's capacity to deliver rapid technical assistance, outreach, and program implementation.
Commissioner Austin Hunter moved approval and Commissioner Tompkins seconded the motion. There were no public speakers. In a roll-call vote the commission recorded aye votes from President Wong, Vice President Sullivan, Commissioner Ahn, Commissioner Vermejo, Commissioner Bermejo, Commissioner Hunter, Commissioner Tompkins and Commissioner Yuan; the motion passed.
The department said the amended contract will also allow work with local small businesses identified as Local Business Enterprises, including a named vendor listed on the contract (Green Motivate) to provide community-based social marketing and outreach. Neer described prior uses of the contract to support repair clinics, business conversions from single-use to reusable foodware (payments of about $700 per small business were cited), and edible-food recovery technical assistance.
The commission's action was limited to approving the contract amendment; no additional policy directives were recorded during the vote.
