Also adopted were two ceremonial resolutions: April 2025 was recognized as Arab American Heritage Month and a separate resolution affirmed the city’s commitment to preserving the history of Black, Indigenous and other communities of color and LGBTQ+ history. Both resolutions were adopted by unanimous consent after floor remarks.

Missions, parks and utility agreements
- Mission Rock / China Basin Park: The board approved an ordinance to authorize a park lease, loan and related licenses between the Port Commission and an affiliate of Seawall Lot 337 Associates LLC, including a license with Mission Rock Utilities, Inc., and agreements with Pacific Gas and Electric Company to facilitate utility services in the project area. The ordinance was finally passed without objection.
Grants to Recreation and Parks
- Wu Yi Children’s Services: The board adopted a resolution authorizing a grant agreement to accept and expend cash and/or in‑kind grants valued at approximately $1,125,000 for improvements at the Tenderloin Recreation Center children’s playground.
- KaBOOM: The board adopted a resolution authorizing acceptance and expenditure of cash and/or in‑kind grants valued at approximately $5,000,000 to support improvements at up to eight children’s play sites.
Planning and zoning actions (first reading)

- 3250 Nineteenth Avenue special sign district: The board passed on first reading an ordinance to establish the 3250 Nineteenth Avenue Special Sign District and affirmed the related CEQA determination.
- Van Ness formula retail: The board passed on first reading an ordinance removing conditional use authorization for formula retail uses in residential‑commercial zoning districts along Van Ness Avenue (between Chestnut and Broadway) and establishing that a change of ownership/operator does not automatically intensify a preexisting formula retail use in the specified circumstances.
Procurement change (first reading)
- Administrative code amendment: The board passed on first reading an ordinance to permit city departments to purchase content and data subscriptions without complying with standard solicitation requirements and without adhering to certain municipal code contracting obligations, while listing conditions for amendment or modification of such agreements.
Ceremonial resolutions
- Arab American Heritage Month: The board adopted a resolution recognizing April 2025 as Arab American Heritage Month in the City and County of San Francisco. Supervisor Bilal Mahmood sponsored and spoke to the resolution.
- Preservation of BIPOC and LGBTQ+ history: The board adopted a resolution affirming San Francisco’s commitment to preserving the history of Black, Indigenous and other communities of color and LGBTQ+ history; the resolution was introduced with cosponsors and adopted without objection.
Consent and other adopted items
A slate of items introduced for adoption without committee reference (items 15–27) was called and adopted by unanimous roll call except for items 18 and 21 (which were severed and read separately). The clerk recorded 11 ayes where specific roll calls were taken for the consent slate.
