The Newcastle Planning and Zoning Commission discussed and recommended approval of modifications to the Castle Court final plat and site development plan that would remove a proposed cross-access drive between Lots 2 and 3 and make related changes to grading and service access.
Janaye Greenlee, identified in the meeting as representing the Newcastle Cleaning Department, told commissioners the developer seeks to eliminate the front cross access because the site has a significant elevation change from north to south. The change would shift cross access to the rear of the lots only, reduce the amount of earthwork required by the grading plan and cause only minimal changes to stormwater detention, Greenlee said. The developer’s engineer and architect were present to answer technical questions.
Commissioners raised multiple concerns during the discussion: the ability of delivery trucks to turn or back into service areas if a hammerhead turnaround is removed; whether fire apparatus can access Lot 4 and the rear service drive; impacts on traffic circulation and existing turn lanes on nearby Nineteenth Place; retaining wall and slope requirements to accommodate grade changes; dumpster placement and maneuverability; and whether eliminating front cross access would channel more traffic onto Nineteenth Place.
Representatives from Solon’s Phase 1 Design (company address given in the record) said the rear drive would provide access through the site and that drive aisles would be 24 to 26 feet wide in places, with other required aisles at 22 feet to accommodate two-way traffic. The engineer said maneuvering studies had been done for truck paths through the site and that a 50-foot turning radius had been included for a user that needs large-radius circulation.
After discussion, the commission moved to recommend approval of the elimination of cross-access between Lots 2 and 3, subject to conditions described on the record: maintain the east service road, provide a heavy-duty drive across Lot 4 sized and radiused for truck egress to State Highway 62 (the 62/19 intersection), widen the north entrance where directed by staff, and keep drainage and detention as currently designed. Commissioners also discussed adding a turnaround at the south end if feasible, and relocating the dumpster to reduce backup maneuvers.
