Sheriff’s staff explained the policy clarifies how deputies record on-call hours and trade days to ensure coverage and limit liability. Commissioners asked whether vehicle and tool access rules and mutual-aid implications were addressed; staff said vehicle/tool use and scheduling mechanics (swapping days or trading shifts) are built into the policy. The board recorded that the MOU with Sweetwater County (mutual aid and on-call arrangements) remained a draft; staff expected a cleaned-up mutual-aid agreement to be ready for signature after Sweetwater’s internal review and governor’s office routing.
