Council accepts Cache County election services agreement for 2025 municipal elections

Providence City Council voted to accept an interlocal cooperation agreement with Cache County under which the county will provide full election services for the city's 2025 municipal elections.
City staff and the county's election representatives told the council the quoted price is essentially the same as two years earlier and that, if a primary is required, the county would perform that work as well. City staff also noted the council could choose in future years to operate municipal elections locally but that running in-house elections would require equipment, staffing and lead time.
Councilmembers asked whether legislative changes to mail- and absentee-ballot procedures would affect this year's contract; staff said changes in state law would not affect the 2025 agreement but could alter future elections. The council approved the county services agreement by voice vote; the transcript records the motion, a second and "Motion carries" without a roll-call tally.
City staff said they will receive canvass and precinct-level reporting from the county after the election and that using the county service preserves a single, county-run counting process for municipal ballots this year.
