District staff told the board that bids will open tomorrow for the district’s affordable housing procurement and described the selection committee and timeline.
Legal staff and procurement staff said approximately 68 parties downloaded the RFP and nine responses were in progress, though some proposers traditionally submit at the deadline. The bid committee, as reported to the board, will include Amber Schaeffer (Key West Chamber), Brian Barossa (city manager), Patricia Nara (private sector construction), Brian Green (developer) and Debbie Batty (homesteading expertise).
The committee is scheduled to meet at 10 a.m. tomorrow to begin review; interviews with completed applicants are set for May 7, the committee plans to select on May 8 and bring a recommendation to the full board on June 10, staff said. Legal counsel reminded members of procurement rules and the 30‑day "cone of silence" that restricts communications during the bid process. "When the responses come in, you're in what's called the cone of silence for 30 days," counsel said.
Board members asked to receive the list of applicants once the committee completes its initial review so the board can vet recommendations in advance of the June meeting. Staff said they would share committee selections with board members before the June 10 meeting and that the bid opening and committee work will proceed as scheduled.
No procurement award was made at the meeting; the opening of bids and committee review will determine next steps.
