Here are the principal votes recorded by the Los Angeles City Council on Oct. 23, 2001. Where the council debated an item at length, separate articles provide fuller coverage.
- ITGS joint personnel report (Item 39): Approved as amended to require that final implementation plans return to committee and council before execution. Vote: 9 ayes, 4 noes. (See full article on Civic Center security.)
- Business tax reform / second-year tax moratorium (Item 1): Council approved the budget and finance committee report to fund the estimated $4,000,000 cost from the Business Tax Reform Fund. A substitute motion to defer funding (CAO recommendation) failed 6–6; the committee report passed 12 ayes.
- Neighborhood councils indemnification working group (Item 34): Council directed the Department of Neighborhood Empowerment to convene a working group (City Attorney, Mayor's volunteer corps, Risk Management) to develop indemnification and liability guidance for neighborhood councils and volunteers. Vote: 12 ayes.
- Senior multipurpose centers / bond feasibility study (Item 9): Council approved a motion to explore the feasibility of placing a bond measure before voters to fund renovation and construction of senior multipurpose centers. Vote: 13 ayes.
- Tom Bradley Tower naming (Item 40): The council unanimously approved naming the 27th-floor room in the City Hall Towers for former Mayor Tom Bradley; the motion passed 13 ayes.
- Consent and procedural items: Multiple consent and ordinance items (items 3–14, 15–37 and others) were approved by roll call where noted on the docket.
- Reconsideration/continuances: Item 13 was reconsidered and set for further action as appropriate; one arts contract (item 13 on the supplemental) was continued one week at the request of the council member pending review.
- Closed-session items — outside counsel funding (items 38a, 38b, 41d): Council approved funding for outside counsel in several litigation matters: Item 38a (City of LA v. State Water Resources Control Board) — $2,366,447 appropriation transfer approved in closed session roll call (10 ayes); Item 38b (Santa Monica Baykeeper et al. v. City of LA) — $300,000 approved (10 ayes); Item 41d (Groberson v. City of LA) — $370,000 approved (9 ayes, 1 no).
