The Committee of the Whole reviewed a proposed economic development agreement between Perry Township and the City of Salem that would govern future annexations and community reinvestment-area (CRA) designations, the council reported from committee minutes at its Oct. 7 meeting.
Committee members questioned how CRA control, tax abatement terms and revenue sharing would affect the city's long-term finances. At the Committee of the Whole meeting (09/16/2025), Councilman Jim Harrington asked whether the township or the city would control CRA designations after annexation; Law Director Ron Zellers explained that once property is annexed, the City of Salem would hold authority over CRA designations and property-tax abatements. The committee discussed a standard abatement the minutes describe as "15 years, 50%" and noted that school-district approval is required for more generous abatements.
Several council members, including Jake Gano and Jeff Stockman, urged caution about the agreement's fiscal assumptions. Gano said income tax is the city's primary revenue and worried that aggressive abatements or unplanned annexations could leave the city short on funds. Stockman and Gano both said they wanted a model showing the expected fiscal impacts before approving the agreement. Councilman Andrew Noll said he would contact the Saad Center to request an annexation economic forecast and a modeling exercise.
