PSC approves Dent Instruments' PowerScout meter family for residential and commercial submetering

The Public Service Commission on April 2 approved Dent Instruments’ request to authorize the PowerScout family of solid-state electric meters—models PS3 HD, PS12 HD, PS24 HD and PS48 HD—for residential and commercial submetering applications.
Michael Spiegelman, appearing for staff, said the company filed the request on Feb. 10 and that Maryland law and Commission regulations require meter types used for billing to comply with applicable accuracy and testing standards. Staff said the PowerScout family had been tested to the applicable ANSI C12 standards and noted that California and New York public utility commissions had previously approved the same meter family. Staff recommended the commission approve Dent’s request and update the list of approved devices on the PSC website.
Commissioners asked staff how the meters would be used in practice; Michael Spiegelman said the devices capture total energy consumption for an apartment or condo unit and can be used either as submetering behind a master meter or as separate meters for individual units. No representative from Dent Instruments attended the meeting to answer operational questions. The motion to grant approval passed with votes from Commissioner Sussman, Commissioner Barbet and Commissioner Richards.
