Orderville commission recommends conditional use permit for two people living in camp trailer

The commission identified two conditions it wants attached if the council approves the permit: no illegal dumping of wastewater and no accumulation of trash or belongings around the trailer.
Robert Tate, the applicant, told the commission he offered the trailer as a place for two people who work in the valley to live temporarily. "I just was just trying to give those guys a place to live," Tate said, describing that the occupants initially planned to move but decided to stay. He told the commission the occupants haul wastewater in a transfer tank to the Thunderbird facility and said the state had inspected the arrangement.
A commission member asked about proximity to the river; Tate estimated the trailer is about "50 yards, probably" from the river. Commissioners pressed on time limits; Tate said the occupants originally were to stay about three months, but "now they wanna stay here for a while" and he did not know how long. The chair noted that conditional use permits are reviewed annually and "if there have been any problems, then Town Council doesn't have to renew it." The chair also emphasized that the permit holder will be responsible for compliance: "You're the one getting the permit. You're the one responsible."
After discussion, a motion was made and seconded to recommend approval to the Town Council. The motion passed by voice vote; no individual roll-call votes were recorded in the meeting transcript. The commission then discussed and recorded the two conditions it wanted included if the council acts on the recommendation: prohibition on illegal wastewater disposal (monitoring responsibility assigned to the permit holder) and a requirement to prevent trash or junk buildup around the RV to avoid rodent and aesthetic problems.
The matter will next appear on the Town Council agenda, where council members will set final conditions and determine renewal at later review dates.
