Council lays over rezoning request for 2009 South 7th Street until June 17 after applicant absence

The City Council on April 22 laid over consideration of an ordinance to rezone property at 2009 South 7th Street from GC District to R7 District to a date certain of June 17 after the applicant was not present.
The public hearing was opened; resident Kelly Enriquez spoke as an opponent, saying she has lived nearby for more than 20 years and asked for more transparency because the applicant had repeatedly not appeared before the council. Council Member Hugg moved to lay the item over; council members discussed an appropriate return date and settled on June 17.
Council Member Harding noted that the existing GC zoning allows more intensive, "messy" commercial uses (for example auto repair and body shops) by right, and City Planning staff (Dave Fanslaw) confirmed GC is one of the more intensive commercial districts and that staff often supports zoning away from GC where appropriate. Council members said they wanted the applicant to appear so proponents and opponents could both be heard; several members urged the applicant to be present for the next hearing.
The motion to lay over the item to June 17 passed by roll call (7-0). Council members warned that if the applicant failed to appear by the new date the council would likely take further action.
