URA hires Arch Nexus for North-area feasibility study; contract authorization approved

The Caldwell Urban Renewal Agency voted on May 12 to accept a proposal from Arch Nexus for a feasibility study of a proposed North-area urban renewal district and authorized staff to finalize a contract based on the proposal.
City staff introduced the Arch Nexus team and said the scope covers a comprehensive feasibility and redevelopment strategy for the North area the Agency has been discussing; the firm proposed a multi-step study that will inventory properties, assess redevelopment potential, and model likely tax-increment outcomes. Adam Garcia and colleagues from Arch Nexus described the firm’s local familiarity and its multidisciplinary team, which they said would seek to avoid duplicated work should other consultants (for example, Roger Brooks or Destination Caldwell) be engaged for smaller, complementary tasks.
Staff said the work will be paid from operating funds rather than from any specific revenue allocation area; the proposal timeline included a multi-month schedule with a completion target in the fall to support the Agency’s year-end decision-making on any new revenue allocation area.
A motion to accept the proposal was made and seconded; roll call passed with all present commissioners voting yes and Commissioner Brooks excused from the vote.
Votes at a glance: during the same session the Agency also approved the fourth DDA amendment for Tillion Phase 2 (see separate coverage), approved the consent calendar, authorized payment of two invoices totaling $25,700, and accepted the treasurer’s report (all by roll call). The Arch Nexus acceptance authorizes staff to proceed to a formal contract negotiation and execution.
Ending: Arch Nexus staff said they will begin work once the contract is executed and will coordinate closely with URA staff and other local consultants. Staff said the proposed scope aims to deliver a property inventory, market feasibility, and tax-increment modeling to inform any future revenue allocation area actions.
