Staff reviewed attendance logs and said the facility sees an early morning spike at opening and another around 7:30 p.m.; they proposed 6:30 a.m. as a compromise that preserves earlier access for many users while reducing late‑night staffing burdens during the summer.
Assistant and operations staff described summer staffing pressures caused by expanded parks and seasonal programs (including the king salmon fishery period), which pull supervisors and maintenance staff away from the rec center.
