Support testimony from trades unions emphasized prevailing‑wage construction job opportunities; opponents including environmental and coastal-protection groups said the bill still raises concerns about sequencing and protections under other permit laws (Porter‑Cologne, State Endangered Species Act, Lake and Streambed Alteration) and asked for clarifications on when the 180‑day clock would begin and how agencies would handle incomplete permit applications.
Padilla accepted committee amendments narrowing the bill to the Seaport project and said he would work with agencies and opponents to clarify triggers and ensure existing environmental statutes remain intact. The committee advanced the bill on a recorded vote.
