Planning and Permit Technician Antoinette Freeman introduced the proposal, explaining staff worked with committee chairs and volunteers to draft bylaws that clarify membership terms, meeting procedures and council liaison roles. Freeman said the bylaws are intended to create consistent expectations across committees and to ensure Brown Act compliance.
Councilmembers thanked committee members for their time and the chairs for collaborating on the draft. Vice Mayor Iris Lopez Ortega and others praised the codification of liaison responsibilities and uniform procedures. The council voted unanimously to adopt the resolution.
Ending: The adopted bylaws will take effect immediately; staff said they will apply the standardized bylaws to existing committees and use the template for future advisory bodies.
