Douglas County commissioners appoint Casey Myers acting public guardian after Nicole Thomas resignation

The Douglas County Board of Commissioners on a unanimous voice vote designated Deputy Public Guardian Casey Myers as acting Douglas County Public Guardian, effective immediately, following the resignation of Nicole Thomas, effective May 2, 2025.
County Chief Operating Officer Cathy Lewis presented the matter to the board, saying the resignation had been submitted and asking the board to consider the interim designation while staff begins the formal appointment process. "We would like the board to consider appointing Casey Myers as the acting Douglas County Public Guardian," Lewis said.
Myers told the board she is willing to serve in the acting role until a formal appointment is made. "What's most important to me is the continuity of care and the a smooth transition for our clients," Casey Myers said, adding that she has worked in the Douglas County Public Guardian office for about 12 years and maintains certifications through the National Guardianship Association and the Center for Guardianship Excellence.
Amber Handy, legal counsel for the public guardian's office, offered public comment in support of Myers, saying she has worked with Myers and the departing guardian and recommended the board approve the interim designation. "She is the best candidate at this point," Handy said.
Commissioner Gardiner moved to designate Casey Myers as acting public guardian and thanked Nicole Thomas for her years of service; Commissioner Rice seconded the motion. Chairwoman Tarkanian called for the question. "All in favor? Aye. Opposed?" she asked; the motion carried unanimously on a voice vote.
Under the board's direction and in keeping with Douglas County Code Chapter 2.02, staff will bring forward the formal appointment process for the public guardian at a later meeting. The board did not set further substantive conditions on the acting designation during the meeting aside from following the county code appointment process.
The board's vote and accompanying public comments concluded the agenda item; no additional action was requested at that time.
