Orono board approves QComp plan, endorses updated Danielson framework with 5D+ look-fors

The Orono Public School District board on Monday approved continuing its QComp teacher development and compensation program and directed staff to adopt an updated Danielson rubric supplemented by selected 5D+ "look-fors" for priority teaching practices.

QComp is a state program that provides additional funding to the district and supports professional pay and job-embedded professional development for teachers, the district told the board during a multi-hour presentation and discussion. The board's approval covered the QComp plan and the recommendation to adopt the updated evaluation approach; the motion passed by voice vote.

Why it matters: QComp funds teacher career-ladder roles, mentoring and induction, and peer evaluation. District leaders said QComp resources are being used to support curricular changes, mentoring for probationary teachers and teacher leadership roles that the district views as essential to instructional continuity.

Kelly Liebfried, one of the peer evaluators who led the rubric pilot, told the board that teachers who participated in a pilot and decision-making team recommended keeping the Danielson framework (the district's longstanding rubric) but augmenting it with 5D+ "look-fors" in priority subdomains. "We asked them a number of questions'and what really came out of that clearly was that McCrell was not the choice," the district summary said, and the decision team ultimately recommended adopting the new Danielson while "weaving in the 5D+ look fors in those priority sub domain areas."

The board also heard that the Orono Education Association membership voted to continue the district's QComp program, with roughly 92 percent of respondents in favor of continuing the program, according to district staff.

Implementation issues and costs: District staff said the Danielson rubric in its new version will carry a modest upfront cost and that most professional development and inter-rater reliability training costs would be paid from district staff development funds rather than the QComp aid itself. The district also plans to develop evaluation rubrics for non-classroom teaching staff (special educators, social workers, psychologists) and to refine those tools over the next year.

Board action: A member moved to approve the district's QComp plan and the recommended rubric approach; another board member seconded the motion. The motion carried on a voice vote.

What comes next: Staff said they will draft the detailed look-fors drawn from 5D+ and the Pelsby-required standards, produce rubric prototypes for non-classroom staff and continue training for peer evaluators and administrators to ensure consistent application of the new language.
