County moving Cascade Annex services this fall; staff seek RFP bids, parking-lot study underway

Valley County staff told commissioners April 28 that planning for the Cascade Annex remodel and the related parking lot work is advancing, but additional contracting and design steps remain.
County staff said they will reissue a construction services RFP after an earlier publication included an item that was not part of the original RFP and led to an extra, nonmandatory walk-through. Staff expect the RFP to be due by May 9 and said they will arrange additional contractor walk-throughs so interested bidders can inspect the site.
Dan, the county staff member leading the parking and site surveys, reported that core samples and ground-penetrating radar assessments were completed at the annex and that engineering to determine the parking-lot design is in progress. “They did their ground-penetrating radar … they ended up doing core samples at the annex,” Dan said. Staff estimated 3–4 weeks for draft geotechnical results and said the reports would be finalized after review.
Staff said they are coordinating a traffic-flow analysis with Jacobs Engineering and expect that study to inform how the lower parking lot and DMV access will be configured. The board was also told that the county is moving several permitting and department functions — including permitting, planning and zoning, and the assessor — to the Cascade Annex, with a target of fall occupancy.
Commissioners discussed furniture and interior fit-out timing. Staff said some permanent interior walls will be constructed first and that custom furniture builders might need precise dimensions once walls are in place. Staff also noted potential funding and timeline considerations for interior work, and that some costs might be allocated from capital or maintenance budgets.
Ending: Staff will republish the construction services RFP, continue engineering work on the parking lot, and bring contractor bids and the geotechnical report back to the commissioners for award and scheduling decisions.
