Committee clears bill to let Sacramento-area projects proceed without countywide vote requirement

Assemblymember Win presented AB 1223, which would allow communities in Sacramento County to move forward with transportation improvements, repairs and infill projects when they have local voter approval rather than requiring a single countywide approach. The bill ties local transportation projects to regional plans that support infill and greenhouse-gas reductions and lets funds stay within approving communities.
Kevin Busey of the Sacramento Transportation Authority and representatives from Sacramento County, the American Council of Engineering Companies of California, and the Sacramento Area Council of Governments testified in support, saying the measure adds needed flexibility for localmeasure implementation. Committee amendments added guardrails that limit non-transportation spending (such as utilities) to a capped percentage when paired with transportation investments and clarified voter notice requirements.
The bill passed to Appropriations for fiscal review.
